For those who don't know me, but may know Kip Smith, here is a recommendation letter that he provided for me years ago.
William (Bill) Robbins Recommendation Letter
For the past 3 months, my family has been tortured by my neighbors rooster(s), waking us up as early as 3am on some days. The rooster(s) are located right outside our bedroom.
We tried to be nice for the first 2-2.5 months, we didn't call code enforcement and didn't ask the board to get involved for disturbing our sleep and peace. We never thought people would be capable of putting someone elses family through such an ordeal. I for one could never image putting someone's family through this.
We've lived in NLR since 2015, my wife Kelli and our two daughters, Claire and Hanna. For those in the community who know me, I served on the board and helped prevent the destruction of our community. I think most people would agree that I'm a pretty nice and reasonable guy.
For some timelines, we first notified our neighbor about the rooster issue on November 19th, 2025 by phone and November 23rd, 2025 by text.
The nuisance and noise ordinance (10pm-7am) violation due to your rooster has come to the point of potential litigation.
Your failure to sufficiently insulate your coop to mitigate noise, use a crow collar or remove the offending rooster has severely degraded our health and quality of life.
Your rooster routinely wakes us up at 4am with incessant noise, penetrating our living areas with doors and windows closed.
We have attempted to resolve this situation through friendly communications without success.
Failure to resolve this issue immediately will result in seeking relief through the courts.

I sent this to Steve on 02/15/2026.
Hi Steve, please forward this email to the NLR board and advise them they have 14 days to get involved and remedy this situation, otherwise if we proceed with litigation, NLR will be included for failing to enforce the community declarations.
My family has lived in NLR since 2015. We have never received a complaint from any community member or the board. As you are aware, I donated multiple years and hundreds of hours of my life defending this community. Our family now finds ourselves in a situation for the past 2 months, we have been unable to consistently have a good nights sleep.
As has been happening since mid-November 2025, we were again this morning, awoken by the ***** rooster at 4am. We first communicated with the ***** on November 17th, 2025. I find the ***** behavior abhorent. I would never imagine or consider putting someone elses family through this. If I could not fully mitigate a noise nuisance coming from my property, I would get rid of that noise and it would be done immediately.
This has been going on since November; my stress level has increased significant and my health has been severely affected.
If we proceed with litigation, at this point, it will not be purely for an injuction and legal fees.
I urge you to have the board resolve this matter immediately.
Thanks.

Hi Steve, it has been 8 days since I brought this issue to yourself and the NLR board and there has not even been a simple acknowledgement of our complaint. What type of associate lacks a basic intake and response mechanism?
Please allow this email to serve as notice that if we do not here from yourself or the NLR board in 3 business days, we resign from NLR membership. We still give NLR until March 1st to resolve this nuisance declaration issue without litigation, but failure to respond in 3 business days means we resign from NLR membership.
Please also be advised, that we have heard and it may be incorrect, but the rooster(s) that continue to negatively impact our lives by waking our family up as early as 4am for the past 3 months were provided by the sitting NLR president.

Here is there PDF response on 02/20/2026.

Our community declarations have a clear nuisance definition which describes sounds that disturbs the peace. If being awoken by a rooster as early as 4am every day for the past 3 months is not disturbing the peace, I'm not sure what is.
You are also incorrect relating to A-2 zoning. Chickens are not covered under any agricultural use case. They are illegal to have and is a reason we removed all chickens from our property. To have any animals, other than horses you need an agriculture exemption, and only specific animals apply. You should really know what you are talking about before stating incorrect information in a board response.
During the time we had chickens, they were in an insulated shipping container with air conditioning, were locked up from 7pm-8am every day, and we never received a complaint. Had we ever received a complaint or knew they were illegal, we would have removed our chickens immediately.
Our family has been tortured for the past 3 months and the boards interpretation of our governing documents and official response constitutes gross negligence.
We will be filing a complaint against the ***** and Naked Lady Ranch. All of our text messages, videos and correspondences will be made available to the community. Unless you are a sadistic person, I don't who in our community would find this behavior reasonable. I don't know what partisan politics or favoritism that's going on in the community, but this again constitutes gross negligence.
Steve, having worked side by side with you for years, I'm really surprised would offer this type of advice.

I sent this video to Steve at CSK and the NLR board on 02/22/2026.

I just want everyone in the community to know that I plan on litigating and I don't want it to be a surprise. It's likely that I'm going to have to replace all the windows and doors in my entire house, which is going to be very expensive. I'm also going to be seeking damages for the torture of our lives, lack of sleep and the fact that we are not able to enjoy the peacefulness of our property. For anyone that's gone through litigation, you know that it is ugly and expensive. I have given the NLR board until March 1st, 2026.
